Leads Europolis engagements at the intersection of public policy, development, investment and delivery. Works with ministries, local authorities, international partners and investors to turn priorities into projects that can be delivered.
His experience includes work with UNDP, GIZ, the European Commission, USAID, SDC, EBRD, OECD and UN-Habitat.
He advises ministries on national programmes, mayors on development strategy and investment preparation, and international partners on how to make their programmes work on the ground.
Setting the national framework
Coordinated the drafting of the National Strategy for Regional Development and of the National Programme for the Development of Growth Pole Cities. Co-author of the National Decentralisation Strategy. Contributed to the Law on Regional Development and to the institutions it created.
Alongside local authorities
Over the past 15 years, he has worked with more than 300 municipalities - one in every three in Moldova. Coordinated strategic planning in 70 municipalities and set up 10 inter-municipal utility operators serving over 100,000 inhabitants. Coordinated the Chișinău General Urban Plan 2007-2025 and the city's housing and economic recovery strategies. As an elected municipal councillor, chaired the commission on urban planning, construction and land relations.
Getting business to work together
Coordinated the creation of 18 business clusters. Mobilised public, private and diaspora co-financing for more than 100 local investment projects.
